Alexander Fomin stated that the country had decided to “fundamentally reduce” operations in order to “increase mutual distrust” during talks to end the fighting.
This announcement was made as the Ukrainian and Russian delegations met at Istanbul, Turkey for peace negotiations.
This appears to be the first significant concession made by the Russians since their invasion of Ukraine a little over a month ago.

According to the Ukrainian military general staff, it was aware of the withdrawals in Kyiv and Chernihiv.
Vladimir Medinsky (Russia’s chief negotiator) said that the move was just one of two steps Moscow is taking to deescalate the 34-day-old war.
He stated that Russia would accept a meeting between the presidents Vladimir Putin, and Volodymyrzelenskyy if both countries were to sign a peace agreement.
Moscow previously stated that a presidential meeting could not be held at a later time.
After claims that he was poisoned during earlier talks, Roman Abramovich, a sanctioned Russian oligarch, appeared at the peace negotiations Tuesday morning.
The Kremlin dismissed the reports, calling them false and part of an “information warfare”.
The 34th day of conflict saw the Ukrainian forces enter their 34th day. However, the UK’s defense ministry stated that the Kremlin still poses a threat to the capital through their strike capabilities.
